Not only are some ISP addresses spread exceptionally thin,
but I think it is possible for them to be "spoofed". In other words, intentionally falsified.
It is already being done with PHONE NUMBERS by scammers trying to steal money or identities.

If I was going to post as a guest I could sign onto one of the Darknet browsers and NOBODY would know what IP address I was posting from. But I can't be bothered.

Using public access for internet is a sure way to have a string of IPs tagged to your name, any one of which may get tied to some other user later, exactly as Minnie Maunder says. Also, the IP for your home system isn't guaranteed to stay static. It is only as long as your connection to your ISP remains uninterrupted. Reboot your modem, or have the ISP go down for awhile, and bingo, you very well may have a different IP when you reconnect. If you absolutely want a static IP address you pay extra.
