Seems pretty clear to me. 10-14 gives him better results (he feels better) than 10-18. The only difference is that it can't go up as high. It might leave some events untreated. But that is about the only difference. Since having more events doesn't normally make a person feel better, the reduction of pressure changes seems to be what is making him feel better with the tighter range.
