I did see that, but it is an alpha release of version 1.3.1

I installed Oscar 1.4.0, I choose to open the SD card in the program and nothing happens. Tell me, please, who knows whether Oscar 1.4.0 supports PRISMA 25S BiLevel Loewenstein devices (Germany)?

Sorry but OSCAR doesn't support your machine. If it had we would have suggested you give it a try because it would have easily told us what your actual settings were.

Late reply but wanted to give options for others that may be in the similar pickle.

I am guessing that you were trying to download using Chunghwa Telecom (中華電信.) It is on numerous blacklists.

Besides using paid VPNs, you can bypass the block using Taiwan Mobile (台灣大哥大) or other telecoms on a separate cellphone then transfer the install file locally.

Opera browser's built-in free VPN can also bypass the block.

You may have already solved this but I'm running the latest Oscar (1.5 at this writing) on Arch Linux. Enable the AUR repositories and you can install it directly with pacman or yay.
