Why Philips wants pressure on recall actions

I have an old BiPap (over 5 years) automatic including in the recall, but have had no recent response from them so far. First response was that it was past its service life, and they would do nothing.
Latest status check produce a request to call the with Dr. name who can give pressure setting, and other information.
After last sleep study technician mentioned she had been told to never go over 14 without checking with the doctor. Anybody know why such a restriction would be imposed? Since that was lower than I was using that made the study useless, but they did report a 14 result.
If doctor reports this will it affect what I can get? I understand Medicare uses 15 as a guideline.
