Okay, so based on that, I have to then call all the suppliers in my area and hope one of them is offering the machine I want as their basic machine or else I face having to pay extra? That is truly an odd setup.
Unfortunately, I can't really wait 3 months for the machine I want to be added to the list, so I've got to go back to the approved list and pick the one that I like best. Likely the S8 Elite, I think.

Knowing now how the system operates, I would think all of the local providers will get the cheapest possible machine to be offered as your "basic" package. Everyone is out to make a buck somehow, CPAP providers certainly are not the exception to the rule around here. Then they offer you all these optional add-ons like "compliance packages", extended warranty (as if the standard 3 years is not enough), mask/machine upgrades, supplies, and you end up paying more for your stuff than the government!!! Think of it as support for your CPAP (mask fittings, telephone and office support, loaner machines during repairs, pressure checks and changes, etc), only you pay an extra $275 for the "priviledge". As if they don't make enough money on the machine itself! I was quoted today $360 for something that sounded suspiciously like your "compliance package" at Medigas. While I was there, they charged a guy $20 to change his pressure setting from 8cm to 9cm. I felt like telling him how to do it himself, but they were offering me my S8 Elite II for $1080 and I didn't want to risk the offer being withdrawn.
The only trick is that the mask included at $1080 is a nasal mask, and they want $340 for a full face (which I need.) So I'm taking their nasal and ordering a full face online, because $340 is a wee bit ridiculous.

You'll be way better off taking the package they offer through the ADP and run! Run to cpap.com and buy the FF mask you want for way less than that now!
Then, save up your bucks and buy a better machine online as soon as you can and use that basic one you got through the ADP as a backup.
All you need to order a machine from cpap.com is your prescription and it doesn't matter how old it is. If it is for a straight cpap, you can get an auto with that prescription and the quick setup guide so you can make your own changes.
Cpap.com will sell you a machine at a really great price (if you're wanting Respironics, Resmed or FisherPayKel), ask them to email you the cpap.com price. The Manufacturers price on the site is not what you will pay (you will pay less!). If you get a data capable machine, which would be a good idea, also get the software and card reader. If you find the card reader cheaper, and you will, ask if they will price match. If not, buy it from the cheaper site.
The Ontario system is terrible. I would only use it to get what they offer so you can get started sooner and then do as I suggest above.

I used VitaleAire here in Ottawa as my DME.
For the Resmed S8 AutoSet II, Quattro FFM, one package of machine filters they charged me $2,038 of which my group insurance paid $2,000.

Scott, sounds like you got a reasonably good deal, and you managed to get the machine you wanted!
Definitely get the included basic mask for a backup, and buy the one you feel most comfortable with at cpap.com or cpapauction.com. Pleasant dreams!

I know for the ADP to pay for the machine it has to be on the approved list, but are their any types of CPAP masks that are or are not approved. Or is it up to the provider's discretion. Also, what happens when I need to replace my filters in the machine or if my CPAP tube starts leaking? Will my provider send me new ones?

I got my S8 Elite II through ProResp, and it was covered under ADP. I had to pay the rest over the $780 myself, and was reimbursed through my benefits.
