The issue is that the software, Performance Maximizer is a 24 bit program That would be 32 bit, rather than 24. I bet that the graph components were "hard coded" to look in the C:\Windows\System or C:\Windows\System32 folder, but since you installed on a 64 bit system, that xml file went into SysWO...
