APAP AND CONGESTED

I have the APAP with C-flex and was wondering why when I sometimes wakeup and feel congested my APAP says I am only at 10.0? It is set at 10/20? I usually run at 10 - 11 when ever my DME down loads the card. Shouldn"t it be higher when I am congested?
