Why would a cpap not pressurize if tubing has a decent amount of water in it?

If your pressure is set to 10 and you had 4" of water in the tube, the two would cancel out and there would be no pressure.

because cpaps produce very little pressure. a fraction of one PSI.

because cpap doesn't pressurize. think of it like standing in front of a fan. the fan blows alot of air, with no pressure. the cpap is like a fan blowing in your mouth to keep the airway open, not to pressurize the throat or lungs. cpap's are mostly in the 4 - 20 cm/h2o range. a ventilator that pumps air into the lungs is more like 90cm/h2o. the highest cpap's are only in the range of .3 PSI. stick a new balloon on the cpap outlet and you'll understand how low pressure it really is.

Okkkkk thanks. Makes sense why wouldn’t run till I dumped the tubing. It fell and somehow tube was filled with water I thought motor blew, guess not!!!

Different units of measurement can sometimes lead to confusion
when unfamiliar units are used.
One pound per square inch is about the same as 70 centimeters of water, (cpap units)
or only 7 kilopascals (some electric pressure cookers)
Sometimes the unit used is determined by scale--fractions are a royal pain.
