It does appear that "medical devices" are exempt.

It appears that it affects Jordan, Saudi Arabia, and eleven other unnamed countries.

afaik this does not affect US carriers but carriers from foreign countries coming to the US.

Would those carriers be those from the Middle East? The latest news report does suggest this possibility.
