They are charging $20 US to ship to a US address. Total now is $44

Nup, As I had the same pointed out to me, ask for the $6 postage - slower but *much* cheaper. Seems that slower means 7-9 days vs 3-4 (faster)

I would still like to figure out how to make any pc/sc, iso 7816 programmer work, not just the DT3500.

Nope.
Encore specifically works only with the DT-3500 because they have a special driver for that specific card reader that works differently. It won't even work if you install the stock driver for the DT-3500.
