Sure. Click on "Profile" in the tool bar on top of the page.
In your Profile, Go to "Upload Avatar from your machine" and click the "Choose File" Button. On your computer locate your picture and click OK.

Minor detail:

The picture must be no bigger than 100x100, and its filesize can't be bigger than 15kb. Use an image editing program such as Gimp to downsize your photo if it's too big.
