The PM's that I try to send just sit there in the outbox - unsent - and do not seem to send at all.

What am I doing wrong ?

They have not been read yet.
I failed to check mine a few times--early on.
You can post in the thread you are discussing a reminder to the sendee.

PM's do not send until the person it is sent to opens it The board generally sends a message to the e-mail account of the person notifying them that they have a PM but the person still has to come to the board and open it.
